1. Why should I submit a report?

If you are submitting a report because:

• You have become a victim of corruption or a related offence or offences and you want to bring evidence to the attention of the HABG so that appropriate action can be taken: then you are filing a complaint.
• You have knowledge of or witnessed corruption or a similar offence or offences without being a victim directly, and you are bringing this to the attention of the HABG: you are a whistleblower.

By filing a complaint or reporting wrongdoing as a whistleblower, you contribute to the fight against corruption and similar offences. You are doing your civic duty!

Complaints and whistleblowing concerning acts of corruption and similar offences as provided for and punished by Articles 28 to 62 of Ordinance No. 2013-660 of 20 September 2013 on the prevention of and fight against corruption and similar offences.

A. Bribery of national public officials

3. What is the procedure for submitting a report? How do I set up a postbox?

To submit a named or anonymous report, start by clicking on the ‘Submit report’ button located on the top left hand side of our homepage.
The report process consists of four steps:

1. First, you will be asked to read some information about protecting your anonymity and answer a security query.
2. On the next page, you will be asked to indicate the category of the report.
3. On the report page, you can expand on your report in your own words and answer questions about the incident by simply selecting the answers. You can enter up to 5,000 characters in the free text field, which corresponds to a full A4 page. You can also submit a file of up to 5 MB in size to support your report. Remember that documents may contain information about the author. After sending your report, you will receive a reference number confirming that you have submitted the report.
4. Then please set up your own secured postbox. You will receive feedback from us through this postbox, including answers to questions and information on the progress of your report.

If you already have a secured postbox, you can access it directly via the "login" button. First, you will have to answer a security query.

As long as you do not enter identifying data about yourself, the SIGNALIS e-report web platform will protect your anonymity.

4. How do I get feedback while remaining anonymous?

The BKMS^® process used by the SIGNALIS whistleblowing system gives absolute priority to whistleblower protection. The system’s anonymity protection features are certified by an independent organisation.

When setting up your secured postbox, please select a pseudonym / user name and password. Only you will have access to these login details. In the event of the loss of your access data, please submit a new report and configure a new postbox. If possible, please provide the reference number from your previous report. As this is a new postbox, the content from your previous report will not be available here.

Your report is kept anonymous through encryption and other special security measures. If you submit your report anonymously, you do not have to provide any personal information. Do not submit any identifying information that can be traced back to you. To submit your report, do not use an electronic device, such as a PC or smartphone, that has been provided by your employer.

An examiner will give you feedback about the processing of your information via the secured postbox or ask you questions if some details are still unclear – you will remain anonymous throughout the entire conversation. To prevent harm, we are only interested in these reports, not in you as a whistleblower.
